As the blended workforce takes hold, regulators are tightening the line between genuine freelancing and disguised employment, and raising the penalties for getting it wrong. In the UK, that has meant a steady shift in who carries the risk.

The determination is still yours to make. Trovero gives you what you need to make it and the record to defend it. Documents, credentials and prior determinations are verified and current, so you decide on facts rather than on what someone put in an email. Checks then run at the point of booking, anything that fails is flagged before an engagement starts. Every check, override, and approval is logged. If you are asked years later what you checked and when, the answer is already there.

  1. 2017

    Responsibility shifts

    The UK's off-payroll working rules, known as IR35, changed for the public sector. The organisation engaging a contractor, rather than the contractor, became responsible for deciding how that person is taxed.

  2. April 2021

    It reaches private business

    The same rules extended to the private sector. Businesses now make that determination themselves, and carry the tax liability if it is wrong.

  3. 2021 to 2024

    The bills arrive

    HM Revenue & Customs, the UK tax authority, recovered £87.9m from the Department for Work and Pensions, £33.5m from the Home Office and £12.5m from HM Courts and Tribunals Service over incorrect status decisions. Each had used HMRC's own status-checking tool.

  4. April 2026

    Liability spreads

    Where an umbrella company, an intermediary that employs and pays temporary workers, fails to pay payroll tax, HMRC can now recover it from the agency in the chain, or from the end client where no agency is involved. There is no statutory defence.

Reaching beyond your existing contacts usually means going through a company that supplies people. Their pool becomes the limit of your reach, and their costs are part of the rate you pay.

We don't supply people

Every engagement is between you and the worker, through their own company or whatever arrangement they already use. Trovero is not a party to it and adds nobody to your supply chain.

No favourites

You pay Trovero a subscription. What you pay does not change with who you book or what you pay them, so no candidate is worth more to us than another.

The record follows the person

A worker's history is not tied to one client or one way of contracting. They can change umbrella, move between freelance and staff, or work somewhere else entirely, and the record holds. What you are reading is their whole track record, not one company's slice of it.
